Team® OPERATES PROGRAMS THAT support the creation and operation of institutions
and programs for human and community economic development through the joint
operation of Financial Institutions and Human Development Support
Organizations, that feature the separation of Human Development Finance from the actual conduct of Human Development Services!
WHO: The CROP-Action Team is a family of Neighborhood Networks that
comprises an array of collaborative Partners interested in providing Welfare-School-Prison-Military-To-Work
and Homeless-To-Home-To-Work opportunities for individuals and families.
In addition, CROP-Action Team members are engaged in creating and expanding
local resident business employment and ownership projects.
WHAT: The CROP-Action Team builds on a community's social and economic
infrastructure through a network of programs that meet the needs of citizens
living under stressful conditions:
CROP-Action Team Programs include the following:
1.) Nutrition Stress evaluations
2.) Educational Attainment evaluations
3.) Job/Business Development evaluations
As a result of these evaluations, participants begin a wholistic approach
to self-sufficiency that will further encompass an increase in their:
1.) Health literacy
2.) Basic skills literacy
3.) Technology literacy
4.) Financial literacy
5.) Political/Civic/Social/Legal literacy and
6.) Spiritual literacy
The CROP-Action Team is implementing a wholistic approach to becoming
and remaining a productive citizen. It is a community effort that
entails individual awareness coupled with family-to-family, neighbor-to-neighbor,
block-to-block, business-to-business, school-to-school, workplace-to-workplace
interaction - involvement and the usage of NewDeal Green Personal Computer
(PC) Technology, Nutrition Stress Management Technology and The Sequential
Skills Development Series for English Language Skill Development with unique
- innovative funding support for citizens in need through the public -
private vehicle of the Individual Development Account Trust Agreement (IDATA)
financial instrument. The IDATA is a financial instrument which
provides for the separation of the finance of human development from the
operations of Institutional Guardian Organizations that conduct human and
community economic development activities. Institutional Guardian
Organizations include college and university partner organizations that
provide dual High School and College Course Credit for Apprenticeship Trainees
working under the programs of the Allied Trades and Building Construction
Conservation Crafts Association a CROP-Action Team Member Organization.
CROP-Action Team members work collaboratively in building partnerships
to improve, enhance and preserve neighborhoods, and communities in an individual
human advancement framework with economic and social justice for all in
the present and for the future.

HISTORY:
The People Empowerment Zone Community Development Federal
Credit Union doing business as the People Empowerment Credit Union (PECU)
was originated and conceived by Jasper Jones. Mr. Jones became the founding
lead subscriber for PECU after an informal survey of Empowerment Zone (EZ)
residents confirmed support and the need for the creation of a community
development credit union. Mr. Jones is a graduate of the University of
Pennsylvania - Wharton School specializing in: computer assisted instruction,
artificial intelligence technology and finance for more than twenty-five
(25) years. Mr. Jones is responsible for strategic planning and technology
infrastructure development for the credit union. Mr. Jones has worked with
other EZ residents to combine their program resources and talents to develop
a financial literacy and educational credentialization program for "individual
credit worthiness advancement" that utilizes a wholistic approach to rectifying
the myriad of financial support issues facing our People today. The People
Empowerment Credit Union was born in the Philadelphia - Empowerment Zone
as a result of those efforts.
MISSION:
PECU's' primary mission is to prepare members to be Credit
Worthy enough to access capital credit and become Financially-Literate,
while also preparing them to participate in the computer age of banking
commerce, via learning by doing programs of financial asset development.
Program elements used to accomplish the primary mission include:
-> an alliance with the Omni-community CHARTER SCHOOL
(OCS) - CAMPUS OF DISTANCE LEARNERS Charter School. OCS utilizes cyberspace
distance learning modalities in lieu of "bricks and mortar infrastructure",
to deliver instructional services and related human development support
services in an elementary preparatory and secondary education School-To-Work,
Business Ownership transition framework! The integration of education and
financial services assures that PECU members develop the vocational
related education credentials required for employment or to qualify
for business start-up finance loans.
-> an alliance partnership with the American Academy of
Distance Education and Training (AADET) recognizes the financial support
innovation for our disadvantaged citizens and will support the Individual
Development Account Trust Agreement (IDATAÔ) Program of the CROP Action
Team and agrees to contribute $25.00 per college credit hour processed
though AADET. This Money is to be given to the CROP Empowerment Credit
Union Program. Further, Grant contributions will also be made available
for enhancement of the Human Development Services of the CROP- Action Team
Program.
-> an alliance membership with the National Federation
of Community Development Credit Unions (NFCDCU) provides charter sponsorship
to the National Credit Union Administration, technical assistance, capital
finance assistance and member financial literacy training programs.
-> an alliance partnership with Berean Federal Savings and
Loan for member mortgage loan syndication tied to Berean Federal's
Community Development Financial Institutions (CDFI) status, through a Federal
Treasury Department CDFI institutional development program, providing support
for an Internet Personal Computer Banking Transaction Infrastructure for
the Credit Union.
-> alliance partnerships with Colleges and Universities
provides the "corporate welfare reform institutional guardian infrastructure"
for the development of members (individual development account trust agreements
- [IDATA's]) that provides immediate support for custom computer age job
related training and business start-up capitalization opportunities as
training-to-work, welfare-to-work, prison-to-work, military-to-work, homeless-to-home-to-work,
and school-to-career transition bridges with living stipends during the
training-to-work period.
PHILOSOPHY.
PECUs' central philosophy is that all of its low income
members can become "Credit Worthy, and Financially Literate". PECU's aim
is to provide the support infrastructure needed by members through network
alliances to achieve: Credit Worthiness, Financial Literacy, Personal Computer
Banking Transaction Literacy, and vocational related education credentials
required for employment and/or to qualify for business start-up finance
loans. PECU operates through financial marketing alliance agreements to
provide project loan syndication for its member clients.
PECU OPERATIONAL PROCEDURES:
The proposed operation of our venture is unique in that
we are establishing an Empowerment Zone computer internet transaction (i.e.
Personal Computer Banking) based community development credit union that
builds the capacity of residents to participate in accessing other Community
Development Financial Institutions (CDFI's) by building an entry level
CDFI, the People Empowerment Credit Union (PECU). The venture's training
collaborative partners (Penn State University and the Omni-community CHARTER
SCHOOL - CAMPUS OF DISTANCE LEARNERS Charter School) are working together
to provide distance learning services so that program participants may
acquire certifications in their areas of work interest. The Credit Union's
Pledge Collection Strategy employs training in technology literacy and
introduction to the use of the computer in money management. The Credit
Union Pledge Collection Strategy is part of the Computers For Youth and
Family: Earn a Computer Project that features basic computer technology
literacy training and software training exercises on all the mathematics
skills required to earn a GED (General Equivalency Diploma). The credit
union is slated to employ learning by doing financial literacy programs
created by the National Federation of Community Development Credit Unions
and the Center for Economic and Social Justice (CESJ). CESJ is the organization
responsible for the creation of the legal technology that created employee
stock ownership plans (ESOP's) in our society.
Each member receives "Financial Literacy Training" and
computer assisted instruction coupled with an integration of a wealth development
needs assessment to an innovative citizen financial support program (individual
development account trust agreements - [IDATA's]) that provide immediate
support for custom computer age job related training and business start-up
capitalization opportunities as training-to-work, welfare-to-work, prison-to-work,
military-to-work, and school-to-career bridges with living stipends during
the training-to-work period. PECU conducts learning-by-doing financial
literacy/ student - family programs and involvement with action groups
formed to address economic - education issues and concerns raised in town
type meetings.
FIELD OF MEMBERSHIP - QUALIFICATIONS TO JOIN
We are organizing the People Empowerment Credit Union
(PECU) as a community development credit union, with a field of membership
defined to be residents of the Philadelphia Empowerment Zone (EZ) - Enterprise
Communities (EC) and residents in neighborhoods that adjoin the EZ - EC,
that have the same demographic profile. Any person who resides or works
in the field of membership area is qualified to join PECU.

OF DISTANCE LEARNERS
HISTORY:
OCS Charter School was conceived by Jasper Jones. Mr.
Jones is a graduate of Kalamazoo College, with a B.A. in economics and
education, and M.B.A. from the University of Pennsylvania - Wharton Graduate
School specializing in: computer assisted instruction, artificial intelligence
technology and finance for more than twenty-five (25) years. Mr. Jones
is the Chief Administrative Officer for the Charter School. Mr. Jones is
responsible for day-to-day operations and for strategic planning and technology
infrastructure development. Mr. Jones has used his skills and talents to
develop a collaborative partnership network based educational program that
utilizes the wholistic approach to rectifying the myriad of issues facing
our students today. The OCS Charter School was born in the Philadelphia
- Empowerment Zone as a result of those efforts.
MISSION:
OCS's' primary mission is to prepare students to be Global-Leaders-of-Tomorrow
while also preparing them for the world of work. Program elements used
to accomplish the primary mission include Career and Entrepreneurial Development,
utilizing continuing education processes within a computer technology applications
literacy driven framework of basic academic skills development (i.e. language,
mathematics, science, social studies, etc.). These computer technology
driven processes support the development of specific vocational / technical
skills. One of OCS's goals is to evolve into a regional, statewide, national
and globally based Charter School that will have as its focus the use of
cyberspace distance learning modalities in lieu of "bricks and mortar infrastructure",
to create a Campus of Distance Learners and OCS On-site Learners. OCS's
revolutionary NewDeal Green-PC Internet computer communications
Charter School infrastructure provides effective computer age delivery
of instructional services and related human development support services
in an elementary preparatory and secondary education School-To-Work, Business
Ownership transition framework, that features "Public School - Within
School" - Campus of Distance Learners - School Groups!
PHILOSOPHY.
OCSs' central philosophy is that all students can learn
elementary-secondary basic academic and vocational / technical skills in
a Campus of Learners environment based on integrating needs assessment
with instruction-therapy, plus utilizing computer assisted modalities
and mastery of learning techniques. OCS's aim is to provide the
support infrastructure needed by students to achieve mastery of basic
academic skills (i.e. language, mathematics, science and social studies)
in their areas of choice and to provide the "Apprenticeship Mentoring"
experiences needed by students to develop personal character integrity.
The Apprenticeship Mentoring program operates on the client
- student intake format of the School-to-Work Transition model
of six years of pre-apprenticeship training and mentoring starting at the
Junior High School Level and two years at a Post Secondary Institution
training in a particular vocation. OCS supports the Allied Trades
& Building Construction Conservation Crafts Association
in their emphasis on providing training in the Historic Building Conservation
- Preservation Crafts. Because ownership changes behavior OCS supports
the Youth and Family Earn A Computer Program of the NewDeal
Green PC Team.
SCHOOL OPERATIONAL PROCEDURES:
Each student receives access to a trade or profession
apprenticeship mentor and computer assisted instruction coupled with an
integration of needs assessment with instruction-therapy, which enables
student - clients to master the learning process. The needs assessment
process includes: diagnostic testing; psychological and nutritional assessment;
after school human development support programs conducted by specialists
in their respective areas. Individual and family educational
support
programs are developed via an Individual Education Plan
(IEP).
Individual wellness and education program elements include:
the Life Line; Student Participation Tracking; Transportation; Day / Night
Care; Career Exploration Out Placement and Entrepreneurial Development
via the Data Spectrum The-Job-Market technology component. The Data Spectrum
The-Job-Market component operates under a uniquely tailored prescription
contract between, the OCS Charter School and its collaborative partners
and the student and his/her family (parent/guardian). An emphasis on Multiple
Language & Cultural Skills Development are some of OCS's primary concerns
and are highly endorsed. OCSs' learning-by-doing approach includes financial
literacy/ student - family programs conducted by the People Empowerment
Credit Union and Block/Community Association Action Groups formed
to address social - economic - education issues and concerns raised in
town type meetings.

Independent Apprenticeship Program
The School-to-Career Pre-Apprenticeship Action Program
is a compensatory action Institutional Guardian Program for disadvantaged
School-to-Career applicants. The categories of School-to-Career Pre-Apprenticeship
Action Program Applicants are: (1) School-to-Career Over Age High
School Students (i.e. students over 18 years old, young adults and mature
adults), admission is based on meeting construction technology associate
degree requirements; (2) School-to-Career Pre-Apprenticeship, 16
to 18 years of Age, admission is based on meeting construction technology
associate degree requirements, and High School Grade Point Average, plus
demonstrating mastery of required program pre-admission skill sets.
Assistance is provided to applicant in order to develop required pre-admission
skill sets; (3) School-to-Career Youth Career Exploration Pre-Pre-Apprenticeship,
for students 14 to 16 years of Age, admission is based on meeting School
Grade Point Average plus and demonstrating mastery of required program
pre-pre-admission skill sets.
Mainstream of Age Apprenticeship Applicants - are applicants
who meet base requirements for apprenticeship High School Diploma or General
Equivalency Diploma (GED), are over age of 18, have a Drivers License,
have two letters of reference, pass the trade Aptitude Exam, and successfully
complete the Interview Process with Apprenticeship Counsel Joint Committee.
The Allied Trades & Building Construction Conservation
Crafts Association also features intermediate certifications of work processes
for apprentice (i.e. specific certificate of competency in a craft area).
Some examples are per the ICOMOS (International Council on Monuments and
Sites) International Sites Committee on Analysis and Restoration of Structures

The Allied Trades & Building Construction Conservation
Crafts Association is following performance mastery criteria to determine
apprentice program level status where appropriate. This strategy
is unique to the Distance Learning Instructional Services Delivery Protocols
of the OCS Charter School and utilizes the counting of clock hours of instruction
completed by students using authenticated computer based training (CBT)
modules. This flexibility allows our students to receive instruction
over the Internet at the times that are available to them due to constraints
of their life circumstances, such as on the job training schedules. The
integration of assessment with instruction program features CBT skill acquisition
verification through faculty monitored learning sessions. The OCS
Charter School: Campus Of Distance Learners Sites substitute manual and
computer documented mastery of course subject matter in student Individualized
Education Plans (IEP's) with measured clock hours on subject matter tasks
as a substitute for DAILY ATTENDANCE in courses to determine meeting course
credit completion acceptance criteria and subject matter performance mastery
required for certification of the completion of a particular phase of a
trade apprenticeship skill task item. This instruction strategy is
particularly applicable to the Computer Industry Network Engineering Apprentice
program where industry has already replaced clock hours demonstration of
performance mastery as the primary criteria for trade master status.

The CROPÔ Program works as a Character (i.e. personal integrity)
Rebirth Organization Plan Program by supporting the development of the
Skill Sets listed below. Skill Sets that are required for an individual
to successfully function in our computer based technological society and
for our society collectively to advance its collective prosperity and happiness!
We must remember that People can only do what they have been taught to
do. And that they will often try to do what they know how to do,
even if, if what they know how to do has little or NO relationship to effectively
addressing their current situation. The old adage of 'having to watch
horses after you have taken them out of their barn that is on fire, so
that they do not run back into their burning barn' is appropriate to the
point that we are making!
->1. Spiritual Literacy -
knowledge and actualization of what is and is not Godly, righteous and
moral behavior having internalized that there is consequences for engaging
in wrongful - immoral behavior!
-> 2. Health Literacy - knowledge
and actualization of the nutrition, exercise, thinking and other positive
habits that lead to the avoidance of illness and having the physical capacity
to have enjoyment of a life that is personally and professionally fulfilling!
->3. Financial Literacy - knowledge
and actualization of effective utilization of the processes of economic
activities, accounting functions, asset accumulation, and liability minimization
that lead to wealth creation for the individual and society!
->4. Political - Civic - Social - Legal
Literacy - knowledge and actualization of effective utilization
of the processes of political, civic, social, and legal interaction between
citizens and society's institutions that creates a just distribution of
resources and resolves legal and civil disputes in a just and civil manner
(i.e. citizen effective exercise of constitutional rights)!
->5. Technology Literacy - knowledge
and actualization of effective utilization of the tools, operative procedures
and processes (i.e. physical sciences) of the operation and conduct of
the business of society (e.g. manufacturing, agriculture, distribution,
financial - business transactions recording, etc..). The primary
tool of technology in our society now is the computer, consequently basic
computer technology literacy is a mandatory technology literacy skill set
item for all!
->6. Basic Skills Literacy - knowledge
level of the basic skills of reading, writing, arithmetic computation,
science, sufficient to permit acquisition of the technology literacy required
for the effective utilization of the instruments of technology in our society!

Team® Programs operate in support of the acquisition of the above Literacy
Skill Sets by being a Community Partner Supporting the listed program objectives
and the creation of the institutions and programs listed below!

Guardian - Community Trusts, the People Empowerment Community Development
Credit Union, the People Empowerment Mutual Insurance Company, and the
Center for Economic and Social Justice (CESJ) which is our advocate for
financial institution reform with economic justice that provides expanded
capital ownership and Banking System expanded credit on favorable terms.
Together these Financial Institutions provide the coordination and
financial support service resources needed for our people to acquire the
above Literacy Skill Sets according to their individual talents and gifts!

Group, Inc. - Programs that provide support for all to participate in God's

requires that program participants have health literacy training that features
health maintenance by-doing through using organic and specialty foods to
heal illnesses!
« 3. In accordance with Jesus's Action Plan item three, CROP,
through the Individual Development Account Trust Agreement (IDATA) funding
process is providing Training-to-Work Apprenticeship and expansion of health
improvement, education, employment, finance, housing and business ownership
opportunities, with social, environmental, and economic justice for family
members who are in prison-to-work, homeless-to-home-to-work, welfare-to-work,
military-to-work, and school-to-work type situations!
« 4. In accordance with all of Jesus's Action Plan items the
CROP Program helps provide Men and Women the stage for them to achieve
a Christian Life by helping to create eating, drinking, thinking,
eliminating, and working life style routines that follow the above laws
of Christian clean and positive living!
